# Totara Skills: How to Prove Competence, Not Just Completion

03.11.2026

Michael R.

Your training report is green. Every required course closed out, every quiz passed, every certificate filed. Then an auditor, a plant manager, or a new VP of Operations asks the one question the report cannot answer: can these people actually do the work, and will they still be able to do it in six months?

Learning platforms have been very good at one question for twenty years. Did the training happen? Whether the training stuck, transferred to the job, and still holds today is a different question, and most organizations answer it with a spreadsheet, a binder, or a supervisor's memory.

That is the gap [Totara Skills](https://totara.com/us/skills-management-platform/) is built for. It is Totara's skills management platform, and it sits on the same system as your LMS rather than next to it.

Already running Totara Perform? Skip ahead to [What happens to Totara Perform?](https://blog.learnchamp.com/en/totara-skills-prove-competence-not-completion#perform)

## What is Totara Skills?

Totara Skills is a skills management platform that gives an organization an evidence-based picture of three things: what its people can do today, where the gaps are, and what capabilities the business will need next.

You define the skills a role requires, set the proficiency level that counts as job-ready, and compare that against what people have actually demonstrated. Reusable competency roles let you define a shared set of requirements once and apply it across many positions, so nobody rebuilds the same list for the fifteenth time.

The output is a single shared view with three audiences. Employees see their own skills and where they could go next. Managers see strengths and gaps across the team. HR and the leadership team get the organization-wide view they need for workforce and succession planning.

What makes this different from the skills taxonomy tools that have flooded the HR tech market since 2023 is where the data comes from. Inferred skills, scraped from job titles and course history, are a guess with a confidence score. Totara Skills is built around skills that somebody signed off on.

## What happens to Totara Perform?

Perform stays available for as long as you want to use it. Your subscription continues, and documentation, support and training materials stay in place. Moving to Skills is an option, not a deadline.

If you do upgrade, you are not starting over. Totara Skills carries the core of Perform forward, including goals, check-ins, reviews and appraisals, and adds the skills layer on top. Your existing competencies come across as they are. What changes is the label: from Totara version 20 onward, the interface calls them Skills instead of Competencies. Same data, new name.

One thing worth factoring into a roadmap conversation: Totara has said that the bulk of future product development is going into Skills.

## How do you prove competence at the point of work?

You prove it by capturing the evidence where the work happens, not where the training happens. Totara Skills is built to record and track competence on the floor, in the field, and at the bedside, which matters most in regulated and safety-critical environments where "they watched the video" is not an acceptable answer to an auditor.

Four mechanisms do the work:

- **Hands-on assessments** at the workplace, rated by a designated assessor
- **Standardized checklists**, so two supervisors in two locations are grading against the same criteria
- **Uploaded evidence**, such as a license, a signed sign-off sheet or a photo, attached to the specific skill it supports
- **Due dates, expiration dates and reassessments**, so a skill earned in 2024 does not quietly stay green forever

Employees can compare their own self-assessment against the assessor's rating, which turns a score into a conversation instead of a verdict. Every skill carries a complete activity log. When the audit arrives, the assessment date, the achievement date and the expiration date are already in one place.

The expiration logic is the piece most teams underestimate. Competence is not a one-time event, and the moment a skill has a shelf life, your skills data stops being a snapshot and starts being an early warning system.

## What dashboards does Totara Skills include?

Five, one per audience. A skills platform is only worth what the people who open it get out of it, and "one dashboard for everyone" usually means one dashboard nobody uses.

| Dashboard | Who it is for | What it shows |
| --- | --- | --- |
| My Skills | Every employee | Current proficiency levels, target levels, gaps, due and expiration dates, and recommended learning |
| Career Path Explorer | Employees planning a next move | Roles that fit their current skills, career paths with readiness at each step, and the gaps to close |
| My Team | People managers | A skills matrix for the whole team, drill-down to individuals, export to PDF or CSV |
| Position Insights | L&D, HR and workforce planning | Readiness for key roles, coverage of critical skills, time to full productivity, and internal succession candidates |
| My Organisation | Executives and directors | Configurable heatmaps from organization level down through region, team and individual |

The one we keep coming back to is the Career Path Explorer. Most succession planning answers whether someone could move into a role. Paired with stated career goals, this one also answers whether they want to. Succession planning built on actual ambition beats succession planning built on a hopeful guess in a talent review, and it is cheaper than finding out through a resignation letter.

## How do Totara Learn and Totara Skills work together?

They run on the same platform, which is why Totara Skills requires [Totara Learn](https://www.learnchamp.com/en/amazing-learning-technologies). Learn manages the training people have to complete. Skills defines what a role requires and shows where the gaps sit.

Because there is one platform underneath, three things follow:

- Your organizational structures, role-based rules and governance from Learn still apply. No second hierarchy to maintain, no nightly sync to debug.
- A skill gap links straight to targeted learning, so development starts where it changes something.
- Completed learning can count toward achieving a skill, alongside assessor ratings and evidence from the job.

That last point is the one that changes the conversation for L&D. Instead of reporting training hours delivered, you report whether proficiency levels are rising, whether gaps are closing, and whether people reach full productivity in key roles faster than they did last year. Trend data over time makes the budget conversation with your CFO a different kind of meeting.

## What do you need before you start?

One hard requirement: Totara Skills needs Totara version 20 or higher. On an older version, the upgrade comes first.

Everything else is preparation, and it is worth doing before anyone logs in:

1. Pick a bounded group of users and list the roles inside it.
2. Write down the skills those roles require and the proficiency level that counts as job-ready.
3. Agree on how competence gets assessed and who owns the framework after go-live.
4. Start with one focused part of the business, confirm the approach works, then expand.

The next items on Totara's roadmap are broader skills notifications, better import and export of frameworks against external industry standards, new insights into learning performance, and deeper succession planning.

## Five things we would tell you before you build the framework

We have been implementing Totara since the platform existed and running enterprise learning projects since 2001, mostly for organizations where training failures carry real consequences: medical devices, energy, food production, healthcare. The software is rarely what decides these projects. Here is what does.

**Start at 12 skills, not 400.** The most common way a skills program dies is the taxonomy workshop. A committee spends five months building an exhaustive library, nobody can assess against it, and the project quietly becomes a spreadsheet again. Pick one role family, define the skills that actually gate the work, and ship it.

**Name the owner before you name the skills.** A skills framework is a living asset. If no single person or team owns it after go-live, it is stale within a year and nobody trusts the dashboards. This is an org design decision, not an admin setting.

**Calibrate the assessors, not just the scale.** Two supervisors rating the same task differently is what destroys confidence in skills data, and no proficiency scale fixes it on its own. Run a calibration session with a handful of real cases before you roll out. This is why the standardized checklist matters more than it looks.

**Resist the urge to customize the code.** Totara is open source and endlessly configurable, which is exactly the trap. Standard configuration covers a wide range of requirements. Custom code makes every future upgrade a project and quietly locks you out of the roadmap you are paying for.

**Do not show the executive heatmap first.** Early skills data is sparse and makes the organization look worse than it is. Let managers work with team-level data for a quarter until coverage is real, then open the organization view. A leadership team that loses faith in the numbers in week three is very hard to win back.

## Where to go from here

If you want to see Totara Skills against your own roles rather than a generic demo dataset, that is what we do on a first call. We walk through one role, look at the skills behind it, and show how proficiency levels, evidence and assessments actually behave.
